THE FOLLOWING PAGES CONTAIN INFORMATIONAL DATA IN THE FORM OF ADDENDUMS TO THE BYLAWS.
THEY ARE PROCEDURES ADOPTED BY THE BOARD OF DIRECTORS TO FOLLOW THE PROPOSED BYLAWS AND WILL NOT BE VOTED ON AT THE MEETING.
ADDENDUM 1 IS NEW AND AMA HAS REQUESTED THAT IT BE INCLUDED.
ADDENDUMS 7 & 8 ARE TEMPORARY PROCEDURES TO REFLECT THE CHANGE IN THE DUES FROM JULY TO JAN AND THE CHANGE IN THE ELECTION OF OFFICERS.
ALL OTHER ADDENDUMS ARE PROCEDURES CURRENTLY IN EFFECT WITH NO CHANGES.

GRIEVANCE PROCEDURE (FLIGHT AND SAFETY RULES)
ADDENDUM 1
Purpose
The grievance procedure provides a mechanism to enforce existing safety rules by providing a progressive disciplinary system when needed. Although most complaints can be resolved informally, if a complaint is serious or cannot be resolved informally, the matter should be referred to the Safety Committee for its consideration by means of a Grievance Form to be filled out and turned into the Safety Committee Chairman. At least one witness is required to sign the Grievance Form.
Safety Committee
The Safety Committee shall use its judgment in carrying out action on the following.
A grievance form (see attached Addendum 1) will be filled out and turned into the Safety Committee Chairman. At least one witness is required.
FIRST VIOLATION
Viewpoints of both complainants and accused will be considered
Complainant’s name will be disclosed
A written reprimand will be given to the accused by the Safety Committee, and this will be recorded in the Committee files.
SECOND VIOLATION
Complainant’s name will be disclosed.
The accused has the right to a written rebuttal, to be reviewed by the Committee
If the Committee so decides, the flying privileges of the accused will be suspended for thirty (30) days. Written notice of this shall be issued and a copy published in the Club newsletter.
THIRD VIOLATION
Committee will notify the accused in writing and the Club members via the Club newsletter that the Club will vote on the expulsion of the accused at the next meeting.
Said expulsion will last for a one (1) year minimum period. (longer if deemed necessary by the Board of Directors).
A member may be expelled from the Club only upon a two-thirds (2/3) majority vote of the membership present at the meeting.
Voting will be by secret ballot at a regular monthly meeting.
The expelled member may reapply for membership after the expiration of the expulsion time period.
The three actions will not be enforced unless they are accumulated within a two (2) year period of time
Any member receiving a Grievance, who directs any retaliation action against the person filing said Grievance, will be subject to immediate expulsion from the Club. This is to include threats, intimidation, physical harm, intentional equipment damage, or any other action deemed to be retaliatory by the Board of Directors

RECOMMENDED FIELD SAFETY SUGGESTIONS
ADDENDUM 3
Every new member, regardless of personal skills, shall receive the documented Orientation Class, before flying unsupervised.
Do not start engines at assembly tables. Use the far west table for testing or break-in of new engines.
Starting in the pits and taxing in the pits is prohibited.
Assembled aircraft should be placed along inside of the pit area fencing, out of traffic area, and away from tables.
All transmitters should be in the "Impound Area" when not in use. Before removing transmitter, your club card must be in the appropriate frequency slot. If you are using the west test table, also insert a red "TEST STAND" card in the frequency slot along with your club card. When returning your transmitter, remove your club card from your frequency slot. Someone else may be waiting for that frequency to become available. Please be considerate!
When you first arrive at the flight field, put your transmitter in the impound area and return it to the impound area when not in use.
Start aircraft only in starting (staging) area. Aircraft should be restrained and pointing away from the traffic area. Pilots and mechanics only are permitted in the starting (staging) area. No spectators PLEASE!
Always use a catch tank for any overflow fuel. It must not be allowed to run onto the ground.
Watch your prop blast and never stand in line with the propeller on any plane.
Place all starters, boxes and batteries to the south of the staging area fence, before going to fly.
Never start a dead engine on the runway. Bring it back to the start up (staging) area.
Noise restriction is 104 db's at nine (9) feet.
A fire extinguisher is required for each individual owner of a gasoline-powered aircraft.
All aircraft should be physically controlled until past the north end of the staging area.
Takeoff on the runways only; not on any taxiways.
Initial takeoff turn should be away from the spectator and pit areas.
All pilots should have a spotter to monitor other aircraft, if at all possible.
When more than one aircraft is airborne, a standard pattern should be observed, (i.e. above and parallel to the runway going into the wind, and away from the runway going downwind.). Note: Right and left patterns should apply with a limit of four (4) aircraft in the air at any one time.
Fly in a racetrack pattern, never against the flow of aircraft already in flight.
Pilots, co-pilots, instructors and/or observers ONLY should be allowed on any of the flight pad. Spectators should be behind the fenced pit and starting (staging) areas.
All flying should be outside of (away from) the fenced pit and spectator areas.
Announce your intentions in a loud voice to the other pilots: Taxing (coming) out, On the field, takeoff, low pass, touch and go, full stop, and dead stick. The other pilots should repeat so all will hear and the calling pilot will know he/she has been heard.
Dead stick planes always have the priority to land on the field first.
Do all maneuvers beyond the south edge of the runway.
No flying is permitted behind the south edge of the runway, which extends to infinity in both east-west directions. If any pilot crosses the safety boundary to the south of the runway, and it is not an equipment problem, they shall be required to take remedial training on the buddy box.
When taking off or landing, pilots should notify other pilots of their flight path intentions. Wait for airborne pilots to respond before proceeding.
Takeoff on designated runway only. Use only the runway, which is into the wind, if you are the first pilot out or the current runway if in use by other pilots. If the wind is out of the east, use the west pilot stations. With the wind out of the west, use the east stations. Do not split stations. The first pilot on a flight pad for each beginning flight sequence establishes the designated runway.
After landing, aircraft should not be taxied near or behind pilot pads. Please use runway and taxiways at all times, if possible.
No one should cross the runway or flying area before notifying other airborne pilots. Airborne pilots should stay well away until the area is clear.
All aircraft engines should be stopped, before reaching the north entrance of the staging area and/or the east and west taxi exit safety fences.
Spectators (especially children), should be behind safety fence, unless accompanied by a pilot
Never fly at the field ALONE!
Clean up all debris and cans and deposit them into the proper trashcan or recycling container. Take crashed airplane pieces and parts home with you. DO NOT put them in a trashcan for the maintenance crew to throw away for you.
No alcoholic beverages, in any form, are permitted at the field.
Safety Officer's Authority - Unlimited on Safety Matters including, but not limited to:
a. Attitude problems
b. Social problems
c. Health problems
d. Aircraft and/or equipment problems
e. Violations of AMA Safety Code and/or MCRC Suggested Safety Procedures
f. Failure to obey instructions
g. Anyone who is trespassing.
Everyone should observe common sense and courtesy at all times for the continuing enjoyment of this flying site. By observing these suggested safety procedures, each one of us will make this the best possible site available.

GUEST POLICY

Visitors with a current AMA or MAAC membership card are welcome to fly three (3) days at The Club field as a guest of any member of The Club.
To fly here after the three (3) days grace period, visitors must purchase a Visitor’s Temporary Flying Permit.
The temporary flying permit costs $30.00 for a thirty (30) day period with a limit of three (3) months in any calendar year.
All non-members and guests will act at all times within the AMA safety rules and Safety Suggestions of The Club.

STANDING COMMITTEE DUTIES
ADDENDUM 5
The standing committee’s for The Club shall be the Membership Committee, Safety Committee, and the Nominating Committee. The President shall be an e officio member of all committees with the exception of the Nominating Committee. Period of duty will be for one (1) year. The standing committees, with the exception of the nominating committee, may also consist of as many non-board MCRC members as deemed necessary by the chairman to accomplish the desired goals.
The Membership Committee’s responsibility is to seek out and process new and prospective members. In addition, they have the additional responsibility to nurture inactive member back into the activities of The Club. Their duties include, but are not limited to.
Interfacing with the membership by personal contact, telephone, or written correspondence to solicit the current membership into recommending new prospective members. They should also interface with the membership to determine those members who desire to renew their club activities, maintain their status quo, or resign from The Club.
Processing both the "Application for Membership" and the "Membership Roster" as may be outlined in the Bylaws, and/or the Rules & Regulations of The Club, including mailed notifications and the membership roster to the current members in good standing.
Insure all forms being processed are current for the designated time period,
including, but not limited to:
Membership Application Forms
Roster
Keep the Board of Directors informed of the paperwork process so they may assist in
finalizing the applicable transaction in a timely manner.
Any other related duties as may be assigned or incident to the membership committee
assignments.
The Safety Committee is responsible for one of the critical aspects of MCRC activities,
which is to insure the safety of its club members, guests, visitors and the physical
assets of The Club. To that end, these duties include, but are not limited to the
following:
Insure thorough safety inspection of new members’ aircraft, new aircraft of members,
all aircraft of "fly-in" participants, and "visiting club" activities aircraft are
accomplished in a timely fashion.
Enforcing at all times, the AMA Safety Code, The Club’s Suggested Safety
Procedures and any "Rules and Regulations" that the board of directors deemed
necessary.

Conduct an Orientation Class for new members and as a part of the established
training program.
Maintain a training program for new and needy members (Students) including an
orientation class covering safety policies, basic fundamental of flight, field alignment,
simulator flight training, and the scheduling of students to a qualified instructor, by
date and time of training.
Maintain sufficient qualified instructors to meet scheduling demands of the students
being taught either through recruitment and/or instructor training.
Work in close concert with the Field Maintenance Committee, and the Events
Committee, to insure all the safety requirements of AMA and The Club are being met
for all radio-controlled activities.
Process grievance complaints by using the grievance forms and procedures
documented in the bylaws and Addendum 1.
Any other related duties as may be assigned or incident to the safety committee
assignments.
The Nominating Committee has the responsibility to seek and secure the most
qualified and hard working members to fill the three (3) director positions, which are
vacated each year. The nominating committee will be chaired by the Vice President,
and be filled with one other director, excluding the President, and one member at large
. Their duties include, but are not limited to:
Convening the committee in October of each year by the Vice President, and to
determine the second director and the member at large, who will serve as the other
two members of the Nominating Committee.
Contact qualified members who have shown an interest in becoming a director and/or
approaching members who the committee feels would make a good director. A
minimum ballot nomination ticket would be three (3) members’ names. The number
may be larger, but should not be smaller to fill the vacant positions.
Publish the nominations in the November Newsletter.
Prepare the nominees names on both a regular ballot and "a vote by mail" ballot, and present them to the Board of Directors so the nominations may be mailed in a timely manner and come before the membership at the scheduled meeting in November, approximately 60 days before the scheduled annual meeting in January.
The Nominating Committee shall supervise, count and report the results of all voting for election of board members.
Any other related duties as may be assigned or incident to the nominating committee assignments.
The Nominating Committee will cease to be a functioning committee immediately following the annual meeting in January and will not be convened until the following October by the then elected Vice President.
